「伊斯蘭國」對台灣的啟示

恐怖組織「伊斯蘭國」（The Islamic State，IS）自去年崛起至今已經一年多，儘管美、英、法、俄與土耳其等強權國家派出強大的海空軍武力進行打擊，但IS不但未被消滅，反而還透過網路傳播號召更多的支持者在各國發動孤狼式的恐怖攻擊，而且還因為戰爭造成大批的難民潮逃往歐洲，讓西方國家束手無策、頭疼不已。

雖然IS被認為是有史以來財力最為雄厚的恐怖組織，而隨著IS在伊拉克與敘利亞的戰事一再告捷，透過掠奪、沒收、對佔領地內的人民徵稅以及進行石油走私等方式已能不依賴外援而如同一個獨立國家般實現財政上的自給自足，但根據英國《金融時報》12月16日發表對IS財源財力的調查報告，指該組織每年總收入也才接近九億美元（折合新台幣約三百億元），而其中雖然大約有三分之二的錢被投入戰爭中，但也不過才區區六億美元，就能夠搞得全世界雞飛狗跳，誠然可謂另類的奇蹟，對於台灣而言更是極具啟示性。

因為相較於IS佔領的土地大約擁有一千至一千二百萬人口，可動員建立起規模約二十萬人的軍隊(註2)，人口有二千三百萬人的台灣在沒有戰爭的情況下已是擁有二十一萬五千人規模、在世界軍力排行第十五名的軍隊 (註3)，台灣2015年的國防經費約新台幣三千一百九十三億元(註4)，所擁有各式陸海空軍新式武器，更不是IS只能夠藉由戰爭繳獲敵軍武器，或者是靠走私取得來源五花八門品質也缺乏保證的武器所能夠相提併論的。

然而，IS僅憑相當於台灣十分之一的軍費，就能夠和美、俄、應、法、土等強國
周旋這麼久，由此可見，一個國家的財政實力固然重要，但要如何與強權國家周旋，靠的還是謀略與戰爭的意志，以IS如此薄弱的財政實力都能夠在強權國家的打擊下撐到現在，財政實力遠遠強過的台灣，所要面對的也只有中國這一個即使遭到緬甸越界轟炸、IS公然處決中國公民，卻只會出一張嘴叫囂的嘴砲強權，台灣不但有海洋的阻隔形成自然的屏障，而且美國與日本這兩個強國還與台灣是實質的軍事盟友，就更該對自己有信心！

每當台灣有重大選舉時，中國就會對台灣文攻武嚇，這一次2015年台灣總統與立委選舉中國軍方也揚言要用軍事武力嗆台灣的總統候選人進行統獨辯論(註5)，看看IS想想自己，或許台灣人可以從IS這個反面教材獲得不少寶貴的啟示。
