一個李登輝勝過KMT十萬黨軍！

就在台灣因為中國國民黨一意孤行的拒絕撤回已經被行政法院判決違法的黑箱課綱，而引發高中生與教師群起抗議，而包括邱毅等中國國民黨政客也不甘示弱的反唇相譏，甚至於還口水亂噴的把矛頭指向前總統李登輝「在日本喪權辱國、踐踏台灣」之際(註1)。

然而，日本《台灣是日本的生命線！》（台湾は日本の生命線！）部落格，卻在7月29日發文介紹《安保法》關聯法案在參議院審議過程，指出日本首相安倍晉三在參議院答詢時，公開稱：「台灣是日本的重要夥伴，擁有相同的基本價值觀，今後應擴大合作與對話」(註2)，讓近年來因為中國國民黨向中國猛送秋波，卻反遭中國持續擴大軍事威脅與外交孤立、處境越來越危險的台灣有如獲得了及時雨般的奧援，同時也使得明年台灣在總統大選後的台、日關係發展，充滿了無限的可能！

事實上，早在李登輝執政時期由於深知假如台灣與中國實現「統一」，日本將受到嚴重的安全威脅，而美國過去的政策證明日本是其不會放棄的盟友，因此對台灣來説，拉住日本就等於同時拉住美日兩國。因此多年來一直巧妙地運用「日本因素」作為確保台灣安全的一張牌，積極加強與日本的安全互動。

尤其是當過海軍總司令的莊銘耀上將在1996年擔任駐日代表，其海軍背景使之與日本海上自衛隊建立極佳的關係，當時台灣海軍與日本海自互動密切，曾有系統地邀請數批海上自衛隊退役將校赴臺交流，台灣海軍將領也經常秘密赴日開會。在莊銘耀的奔走下，台灣甚至接近於爭取日本協助其建造柴電潛艇，當時日本初步同意提供春潮級潛艇的設計藍圖與相關技術，並派遣日本技師赴台指導建造，不過該計劃因媒體曝光而胎死腹中。

而在民進黨掌權時期是台、日安全合作最熱絡的時候，雙方不僅互派人員觀摩軍事演習（例如台灣的「漢光」演習和日本自衛隊的「富士火力綜合操演」），當時每個月都會在台北市秘密舉行安保會議，針對雙方的安全合作需要，東京特意在「準官方」的日本交流協會駐台北辦公室裏增設20-25人的保安小組。雖然台、日定期舉行安保會議的事情並未知會美國，但以美國在台、日布設的嚴密情報網，美方顯然是心知肚明，只是「睜一隻眼、閉一隻眼」罷了(註3)。

只不過，台、日在軍事上如此熱絡的交流互動，卻在2008年馬英九年上台後都停了下來，直到近年來隨著美國高調宣示「重返亞太」，在檯面積極的運作下，台、日軍事交流才又慢慢恢復，但一直很難在如同以前李、扁執政時期那麼熱絡，直到日前李登輝訪日時，公開表態力挺安倍晉三所推動的《安全保障法案》(註4)，才終於使得安倍晉三也給予台灣善意的回報，讓這七年來一直處於低谷的台、日關係再現柳暗花明。

由此可見，台灣的重要政治領袖的對日態度，確實是會影響台日之間的軍事交流，所以即使沒有李登輝這一次訪日和安倍建立良好的關係與戶動，台、日之間或許仍會在美國居中催促下進行交流，但絕對不會像這一次安倍那般如此明確的公開力挺台灣，突顯出台灣在亞太戰略上的重要性，從而讓台灣的安全能夠獲得確保。

相形之下，如郝柏村、夏瀛洲、許歷農…等過去在兩蔣時代曾跟著兩蔣一起高喊：「殺朱拔毛」、「反共復國」的中國國民黨將領，在台灣好不容易擺脫兩蔣獨裁的戒嚴體制邁入政治民主化之後，卻是一個個都現出原形的爭相前往中國向昔日的敵人獻媚，甚至於還忝不知恥的說出：「今後不要再分什麼國軍、共軍，我們都是中國軍隊」的話(註5)，已經年過九十歲的李登輝在保護台灣安全的戰力，顯然遠遠勝過中國國民黨十萬個只會打嘴砲、混吃等死的黨軍！
